 "The Future of the European Union and its Courts"

The conference speakers are current and former judges and Advocates General of the Court of
Justice of the European Union (CJEU), who will give their (personal) views on the evolving role of the EU’s judicial architecture.
The speakers include the following:

 Judge Krystyna Kowalik-Banczyk (EU General Court)

Judge Jan Passer (Court of Justice of the EU)

 Judge Nina Połtorak (EU General Court)

 Dame Eleanor Sharpston (former CJEU Advocate-General)

 Advocate-General Maciej Szpunar (Court of Justice of the EU)

They will engage in a round-table discussion about a series of issues concerning reform of the
EU and its courts. Central to the discussions will be the recent reforms to the Statute of the
Court of Justice of the European Union, adopted on 19 March 2024, which aim to enhance the
efficiency and transparency of the EU's judicial system.

Key topics will include:

 A macro-level analysis of the EU’s ongoing evolution as an international organisation;
 Jurisdictional Reallocation: The transfer of preliminary ruling jurisdiction in specific areas
from the CJEU to the EU’s General Court, reflecting efforts to manage increasing
caseloads effectively.

 Appeal Filtering Mechanism: Extending the existing filtering mechanism to limit appeals
to the Court of Justice, ensuring that only cases raising significant issues concerning the
unity, consistency, or development of EU law proceed to the highest court.​

 Transparency Enhancements: Measures to increase transparency in preliminary ruling
proceedings, including the publication of written observations submitted by interested
parties, unless objections are raised, thereby fostering greater openness in judicial processes.

 Procedural Reforms: Amending the Rules of Procedure of the CJEU the General Court
to implement the jurisdictional changes effectively, ensuring a seamless transition and
consistent application of EU law.​

 

Please note that participation in the conference requires a fee of 100 PLN.

Full-time students and University of Warsaw academic staff are kindly exempt from this fee.
